About The Job
The Data/GIS Manager is a role in the Accountability, Analysis and Evidence (AAE) team tasked with building data analytic and GIS capacity that effectively supports the Delegation’s operations and AAE’s analytical needs. She/he builds systems and processes that will allow for effective management, development, and maintenance of analytical products, tools, and processes which respond to the Delegation’s needs for relevant and timely data and geospatial analytics. She/he works on developing and maintaining current projects related to analytics for the Delegation and improves the quality of current and new Data and GIS products. The Data/GIS Manager creates and aligns data and geospatial analytic projects which are enabling and supporting the evidence-based decision making and accountability in ICRC programming and operations in Ukraine. Additionally, with support of the AAE Coordinator, on the technical level she/he interacts and takes part in external working groups in Ukraine on data and information management, in order to understand possibilities where ICRC can benefit from external data and better understand its limitations.

Your Tasks And Responsibilities

  • Lead the strategic use of Geographic Information Systems (GIS) to enhance understanding of spatial context, access, conflict and security linking geographical data to people, to inform assistance reaching the most vulnerable.
  • Manage the portfolio of Data and GIS projects, ensuring their quality, development, documentation (SOPs, guidelines, methodologies, etc) and timely delivery.
  • Lead the development of static and interactive maps, dashboards, data visualizations, data pipelines and other analytical tools.
  • Communicates with stakeholders to define the operational and analytical needs, and feasibility, of projects
  • Supervise the Data/GIS team, distributing workload and ensuring timely adaptation, prioritization and completion of tasks under changing priorities; as well as contributing to the team’s development
  • Ensure data quality and compliance with ICRC standards on GIS, data management, governance and protection.
  • Coach team members, manage their performance and support their professional development.
  • Promote the use of GIS and data analytics for operational planning, prioritization and evidence-based decision-making.
  • Facilitates as a lead in the Data and Analytics community of practice in the delegation
  • Coordinate with global, regional and local stakeholders, and timely escalates technical issues when necessary.
  • Conducts analysis and assessment of available external data and data sources, their limitations, and possible uses for ICRC

About You
To be successful as the Data/GIS Manager in the AAE unit, you should possess the following qualifications and experience and have the following characteristics:

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • Advanced University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field
  • Typically, 6-9 years of professional experience in mapping, monitoring & evaluation, operational information management or a closely related area
  • Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis
  • Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
  • Familiarity with early warning and geo-analysis and familiarity with software applications associated with them
  • Proven understanding of data management, statistical analysis, and relevant coding languages: SQL, Python, R, etc.
  • Experience in analysing, interpreting and presenting information for decision making
  • Professional fluency in English and Ukrainian (both written and spoken)
  • Proficiency in computer skills and relevant software applications like Esri ArcGIS suite of software, TFS/MS Azure DevOps, Power BI and/or Tableau
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Confidence in managing projects and staff
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment

L’Équipe Archivos de l’ITEM (UMR8132), recrute un ingénieur d’études pour participer à la collecte, la structuration, et l’intégration des métadonnées liées à la correspondance reçue par Pablo Picasso, dans le cadre du projet ANR CARTAS (2025–2029). Ce projet interdisciplinaire réunit chercheurs en humanités, juristes et spécialistes du traitement automatique des données afin de cartographier et analyser les réseaux culturels autour de Picasso, à partir d’un corpus de plus de 30 000 lettres conservées au Musée national Picasso Paris.

MISSION PRINCIPALE
L’ingénieur recruté aura pour mission principale de participer à la collecte, la modélisation, la normalisation et l’enrichissement des métadonnées du corpus épistolaire de Pablo Picasso. Il/elle contribuera également à l’intégration des données dans le lac de données qui sera développé, à des fins d’analyse et de visualisation des réseaux culturels.

ACTIVITÉS PRINCIPALES

  • Exploration, analyse et structuration des métadonnées issues du corpus de correspondances
  • Participation à l’alimentation de la base de métadonnées partagée
  • Élaboration de mappings entre métadonnées hétérogènes et formats standards (TEI, Dublin Core, etc.)
  • Contribution à la modélisation de liens sémantiques entre entités (correspondants, œuvres, événements)

  • Monitor system performance, reliability, data quality, and operational costs as data volumes and product usage grow.
  • Make informed trade-offs between LLM capability, latency, reliability, and cost.
  • Collaborate with data engineers, backend engineers, and other technical stakeholders through pair programming, code reviews, and rapid feedback cycles.

Requirements
The ideal candidate is a hands-on senior data engineer who combines strong large-scale data processing expertise with product ownership, modern AI capabilities, and a pragmatic approach to system design.

  • Strong professional knowledge of Apache Spark, with PySpark preferred; experience with Scala or Databricks is also valuable.
  • Proven experience building ETL/ELT pipelines and processing data at significant scale.
  • Comfortable working with unstructured, messy, and complex datasets.
  • Hands-on experience with workflow orchestration tools such as Airflow or AWS Step Functions.
  • Familiarity with the AWS ecosystem, particularly services such as Glue and EMR.
