The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in sectors including education, health and affordable housing, with a particular focus on vulnerable populations and the social dimensions of climate change and the environment.

Within the Loans and Social Development Directorate, the Pricing and Reporting Unit plays a vital role in supporting the Bank’s project lifecycle. Working closely with colleagues across the organisation, the Directorate develops lending and grant operations that deliver meaningful social impact throughout Europe.

The Pricing and Reporting Unit is seeking a Data Management Coordinator to strengthen data quality, improve reporting capabilities and support the effective management of business applications and processes. This is an opportunity to contribute to high-impact work while helping ensure that data remains accurate, accessible and trusted across the Bank.

In this role, you will support the development and continuous improvement of databases and reporting tools, coordinate actions to address data quality issues, and work closely with Data Architects, Data Owners and IT teams to ensure data structures align with business needs. You will provide first-line support to users of business applications, investigate incidents and root causes, and contribute to service improvements across the function.

You will also develop indicators and reports, maintain and update databases, support compliance with reporting requirements, and ensure records remain comprehensive and reliable. Through your work, you will help shape the way information supports decision-making across the organisation.

Requirements

Essential

• University degree, preferably in statistics, computer science or a related field with a few years professional experience.
• Demonstrated experience in data management, data governance, data quality, or a similar data-focused role, with a sound understanding of the importance of maintaining accurate, reliable and trusted information across business processes.
• Strong working knowledge of databases, Excel, SQL and reporting tools, with the ability to extract, analyse and interpret data to support operational activities and reporting requirements.
• Proven experience in database and reporting automation, identifying opportunities to improve efficiency and streamline processes through effective use of technology.
• Experience investigating data and system-related issues, conducting root cause analysis and coordinating with business and IT stakeholders to ensure timely and effective resolution.
• Ability to manage multiple priorities and work effectively across teams, supported by strong analytical and problem-solving skills and a collaborative approach.
• User-oriented mindset with the ability to communicate complex data topics clearly to both technical and non-technical audiences.
• Excellent command of one of the CEB’s two official languages, English or French, both written and spoken, together with knowledge of the other language and a commitment to reaching a good working level.
• Citizenship of one of the CEB Member States.

Desirable

• Experience with Power BI and Microsof Dynamics, particularly where these tools have been used to strengthen reporting capabilities and support business processes.
• Previous experience in a banking or financial services environment, bringing an appreciation of the reporting standards and controls associated with regulated organisations.
• Knowledge of one or more additional languages spoken in CEB Member States.

Missions / Tâches

Dans ce cadre, vous aurez à :

• Concevoir et mettre en œuvre des architectures de données scalables et performantes dans divers domaines (industriel, financier, achats, ventes).
• Développer des pipelines de données robustes, des applications backend et des API, en garantissant la cohérence entre les outils et les données.
• Créer des use cases orientés business en exploitant les données disponibles (dashboards, applications, modèles).
• Faciliter l'acculturation des parties prenantes à la donnée et contribuer à l'établissement de la gouvernance des données.
• Contribuer au déploiement des solutions data et des initiatives d'IA, avec des impacts mesurables (OKR, KPI).

Profil recherché

Diplôme d'une école d'ingénieur ou équivalent. Vous justifiez d'un minimum de 8 ans d'expérience dans l'écosystème moderne des données et dans l'accélération de dispositifs commerciaux digitaux et de socles data pour la production industrielle. Vous disposez d'une solide expérience de la résolution de problèmes complexes en environnement international et d'un historique de mise en œuvre de cas d'usage d'IA à impact mesurable. La maîtrise du français et de l'anglais est requise. Ce poste est un rôle d'expertise technique (contributeur individuel), sans encadrement d'équipe.

Compétences requises

Les compétences attendues pour mener à bien ces missions sont :

• Expertise approfondie en Data Software Engineering.
• Maîtrise de Python, Databricks, MLflow et des pipelines de données automatisés.
• Expérience solide des technologies ETL et des plateformes Cloud (Azure, AWS, GCP).
• Connaissance approfondie des environnements virtuels et des systèmes de packaging.
• Expertise des données transactionnelles (ERP, SAP, CRM, Business Objects).

Areas Of Responsibilities
Industrial Data & Analytics Ownership

• Act as Subject Matter Expert (SME) for industrial data platforms, including Historian, Insight and Databricks applications.
• Responsible for training and for achieving a strong level of application stabilization and adoption, with the support of other departments (Core IT, DnD, external suppliers).
• Serve as Subject Matter Expert (SME) and Data Owner for industrial performance data within the data lake, ensuring data quality, consistency, governance, and documentation.
• Own and maintain industrial performance dashboards, ensuring alignment with business needs and operational realities.
• Coordinate with other data stream owners (ERP, Supply Chain, etc.) to identify synergies and data visualization opportunities across the organization.

Performance Analysis & Improvement Support

• Analyze industrial and operational data to identify performance improvement opportunities across sites, processes, and assets.
• Translate operational challenges into data-driven insights, KPIs, and analytical use cases.
• Support performance benchmarking, monitoring, and continuous improvement initiatives.
• Contribute business context and use-case input to the Group's exploration of AI and other emerging technologies applied to industrial performance, supporting the dedicated teams driving these initiatives

Data Products, Tools & Stakeholder Collaboration

Profile

• 3–5 years of experience in industrial data, manufacturing analytics, performance analysis, or a related field.
• Solid understanding of industrial data flows from shop-floor systems to data platforms and data lakes.
• Strong analytical skills with the ability to translate data into actionable operational insights.
• Comfortable working at the interface between operations, performance teams, and IT/digital functions.
• Proactive, structured, and curious mindset with strong communication and collaboration skills.
• Ability to onboard and convince diverse stakeholders (site teams, management, IT/digital functions) to drive adoption of data tools and platforms, effectively "selling" the value of data internally.
